Being neutral on alien reptiles impersonating humans in positions of power strains the meaning of "neutral" to the point of disintegration.
Which is why the extra sentence of explanation is unnecessary. If it's obviously ridiculous, then the ridiculousness is obvious, which still makes NPOV phrasing appropriate.

So what? Who cares if the Reptilians want to take over? Huh? Who are we to judge? Maybe Reptilian living is much better than people living? Just seems awfully small minded to shut them down just because they're turtles or lizards or snakes. I've known many snakes and they all seem very happy.
