He blurred the concrete pavers on the ground behind the wine. Instagram is shamelessly using a modified gaussian blur algorithm. And non-geeks are not just discovering it. ~ wikipedia Gaussian blur

Old simple algorithm. And its not very good. It changed the color. ~ Why did you blur the concrete pavers behind the wine but keep the table in focus? Looks weird to me.

Blurring the pavers creates a false depth of field effect around the subject of any portrait, in this case, the wine glass. Good photographers can achieve the effect with their f-stop in lieu of a cheesy filter.
